The National Union of Architects claims pressure due to criticism of the law on urban planning reform

The National Union of Architects claims to be under pressure due to criticism of the urban planning reform law and believes that the criminal offenses charged against it are untrue.
This is stated in the statement of the president of the National Union of Architects Oleksandr Chyzhevskyi.
Chyzhevsky reminded that criminal cases have been opened against him and two of his colleagues, accusing them of illegal interference in the Unified Electronic System in the construction industry in the absence of the relevant powers of the trade union.
“Obviously, this is revenge for the active position of the professional architectural community regarding the scandalous law No. 5655, which is being lobbied in favor of the construction business by the leadership of the specialized committee of the Verkhovna Rada and the Ministry of Regions. We have been fighting against this law for almost two years,” he says. According to Chyzhevsky, the screenshots from the mobile phone seized from him, published by the SBU, are proof of the pressure.
The Union denies the accusations and states that “no one legally deprived them of the delegated authority regarding the professional certification of architects”, and that in July-August 2022, the usual certification of architects, which has been carried out since 2010, continued.
After a break caused by the start of a full-scale war, the Architectural and Construction Attestation Commission resumed its work. In particular, the certificates of architects who in 2014 supported Russia’s annexation of the Ukrainian Crimea and joined the Russian Architectural Union were annulled.
Currently, the Union has been deprived of the opportunity to carry out activities related to the professional attestation of architects, which NSAU considers to be an illegal decision. As a result, the Union claims, architects cannot upload their projects to the electronic system and complete the work, and therefore receive payment.
“I and the entire architectural community consider the illegal actions of the Security Service of Ukraine, the Prosecutor’s Office and the National Police to be pressure and the deliberate destruction of the profession of an architect, which is beyond the limits of morality and common sense in a European state during the war,” the NSAU president said in a statement.
The union called on President Volodymyr Zelenskyi to promise draft law No. 5655 on urban planning reform, to start a dialogue on the creation of the Urban Planning Code and to stop the pressure on the Union of Architects.

December 13 Verkhovna Rada adopted as a whole draft law No. 5655 on reforming the sphere of urban planning, which, in particular, was criticized by the heads of Ukrainian cities and towns, architects and public activists. Despite the statements of the authors and supporters of the draft law on urban planning No. 5655, the parliamentarians did not take into account the recommendations of the NAKC and lied about it.
The document, which was supposed to create a transparent system of urban planning control and solve problems in the field of construction, increases the powers of the Ministry of Community and Territorial Development and transfers to the ministry non-specific functions that were previously performed by the State Architectural and Construction Inspection.
