The Russian Federation received proposals on arms control from the United States

Russia is studying the US proposals on issues of strategic stability and arms control, which Washington gave in an unofficial form. This was stated by the deputy head of the Ministry of Foreign Affairs of Russia, Sergey Ryabkov.

The proposals were submitted in “non-paper form”, on paper, but in the form of an unofficial memo, explained the deputy minister.

“There are no elements of novelty there. This is a well-known position, it is simply brought together. We are calmly studying it and will respond to the Americans at the appropriate time. In what form – it is premature to say,” Ryabkova is quoted by TASS.

At the same time, Ryabkov refused to consider the situation a resumption of the Russian-American dialogue on strategic stability and arms control. In his words, the American side offers to consider these issues “in isolation from everything that is happening.” But Moscow is not ready for this so far
the “deeply fundamental hostile course” of the USA, said the deputy head of the Russian Foreign Ministry.

Moscow has suspended participation in the Strategic Offensive Arms Reduction Treaty, which was signed by Russia and the United States in 2010.

In February 2023, Russian President Vladimir Putin announced that Moscow was suspending its participation in the Strategic Offensive Arms Reduction Treaty (SATT), which was signed by Russia and the United States in 2010. He justified his actions by the US policy towards Russia, especially Washington’s support for Ukraine. On March 1, Putin signed a law suspending Russia’s participation in the NATO.

The US State Department called this decision “irresponsible and illegal”.

On October 18, the State Duma adopted a bill on the withdrawal of ratification of the Comprehensive Nuclear Test Ban Treaty. Today, the Federation Council approved the law.

The Chairman of the Federation Council, Valentina Matviyenko, stated before the meeting that if the US “does not take further steps to fulfill its obligations, then this treaty will remain such a sham, and there is no point in Russia participating in this imitation any further.”

At the beginning of October, Russian President Vladimir Putin initiated the withdrawal of ratification. At a meeting of the Valdai discussion club, he said that there is no need to change Russia’s nuclear doctrine, but it is possible to think about abandoning the nuclear test ban treaty, since the United States has not ratified this treaty, which was adopted by the UN General Assembly in 1996.

Since the beginning of Russia’s large-scale invasion of Ukraine, various pro-Kremlin politicians and public figures, and sometimes directly representatives of the authorities, have announced the possibility of Russia’s use of nuclear weapons or at least the resumption of nuclear tests.
