On Wednesday, the State Duma of Russia adopted in the first reading a bill that completely excludes the possibility of “sex change” by surgery. Legal change of the gender marker in documents is also proposed to be prohibited. Corresponding amendments should be made to the laws “On Health Protection” and “On Acts of Civil Status”.

365 out of 450 deputies voted for the adoption of the law. There were no dissenters and no abstentions, the rest of the deputies did not participate in the vote. At the same time, when the project was submitted to the State Duma, it had the signatures of 400 deputies.

According to the bill, surgical operations within the framework of transgender transition will be allowed only for “treatment of congenital physiological anomalies of sex formation in children.” For this, a corresponding decision of the medical commission of the state health care institution will be necessary.

If the law comes into force, transgender people in Russia will be completely deprived of the opportunity to make the necessary transgender transition. Human rights activists sharply criticized this bill. Experts believe that this will lead to an increase in the number of mental disorders and suicides, as well as the emergence of a black market for underground medical services.

The deputies claim that the adoption of the document is necessary for the approval of certain traditional values. Earlier, the State Duma – also under the slogans of the struggle for traditional values ​​- adopted a law that has already entered into force on the prohibition of the so-called LGBT propaganda, which actually prohibits the discussion of homosexuality and transgenderism in any, other than negative, context.
