The head of the defense committee of the State Duma, Andrey Kartapolov, said on Friday that the autumn conscription into the army will be held in the usual format. Conscripts will, as in previous years, receive paper summonses from military enlistment centers. Electronic subpoenas, which were introduced in April of this year, will be sent “in a test mode” and only duplicate paper copies of documents.

Earlier, Deputy Minister of Digital Development of the Russian Federation Oleg Kachanov clarified that the military accounting register with electronic summonses will not be fully operational until 2025. Electronic summonses, according to him, can already be sent out in regions that are technically ready for the introduction of the new system, but until the whole country joins it, the sending of summonses through the “Gosuslugy” service will be carried out only “in a test order”.

However, from October 1, when the autumn draft begins, the fine for failure to appear on a summons will increase. Ego’s maximum amount has changed tenfold — from three to 30,000 rubles.

“Such a fine threatens those who receive summonses in writing and do not appear at the military enlistment office without a valid reason,” said Kartapolov.

The deputy added that the adopted law on the new conscription age from 18 to 30 will come into effect on January 1, 2024, and young people who will turn 27 by the end of 2023 will not be subject to the new rules, but will be included in the reserve.
