The United States granted JPMorgan permission to process payments for the export of agricultural products through Rosselkhozbank, but this arrangement did not replace the reconnection of the bank to the SWIFT system, two Russian sources told Reuters.

Access to the SWIFT payment system is one of the main requirements of Russia in the negotiations on the future agreement on the export of grain, which, according to the UN, helps to overcome the global food crisis.

The Kremlin has repeatedly warned that the agreement will not be extended after May 18 unless the West removes obstacles to Russian grain and fertilizer exports, including financing and insurance of exports.

A Russian source, who wished to remain anonymous, said that the US Office of Foreign Assets Control allowed JPMorgan to process such transactions.

“JPMorgan received permission from OFAC to make payments for the purchase of agricultural products, but the process is difficult,” the source said.

According to him, the routing of payments through JPMorgan is proposed as an alternative to reconnecting Rosselkhozbank to SWIFT, but it can be stopped at any time.

Another source reported that the US State Department and the US Treasury Department asked JPMorgan to conduct a “very limited and strictly controlled” agricultural export operation that took place this month.

Russian Foreign Minister Sergey Lavrov said at a briefing at the UN on Tuesday that one bank “kindly agreed to finance one operation”, but this does not suit the Russian Federation. Lavrov did not name the bank.
