They calculated in detail: how much the disaster at the Kakhovskaya HPP caused by the Russians cost Ukraine

The first assessment from the KSE Institute together with the Ministry of Economy and the Ministry of Reconstruction indicates that the Russian terrorist attack caused Ukraine at least $2 billion in direct losses.

Immediately after the Russians blew up the Kakhovskaya HPP, it was impossible to assess the scale of the disaster, and thus the damages. Any estimates were limited to the unknown: how much the dam is destroyed, when the flood will peak, where the water will stop, and what exactly is happening in the occupied territories of the Kherson region, which, due to their low location, suffered more than the right bank.

The undermining of the HPP caused not only the flooding of the territories. The draining of the Kakhovsky Reservoir stopped irrigation, which is critically needed for crop and vegetable growing in the Kherson Region, and also deprived a number of settlements in the Zaporizhzhia, Mykolaiv, Kherson, and Dnipropetrovsk regions of water supply.

Therefore, the indirect damages of the detonation may be much higher than 2 billion dollars, the KSE notes.

Which sectors have suffered the most?

Losses housing stock and housing and communal services make up almost half of all damages caused by a terrorist attack – 950 million dollars. This amount is mainly caused by losses on the left bank of the Kherson region.

In Mykolayiv Oblast, 31 settlements, or more than 500 private houses, were affected. As for the Kherson region, it is about 49 settlements, but it is impossible to accurately estimate the number of damaged houses due to the temporary occupation of the left bank. Preliminary estimates indicate that 20,000-30,000 houses are in the flood zone.

In addition, the losses are related to the caused stoppage of water supply to the cities that depended on the Kakhovsky Reservoir.

Cities in the Dnipropetrovsk region may run out of water. What is known about it?

For example, Nikopol, which relied entirely on the tank. The government already singled out UAH 1.5 billion for the construction of 87 km of main water pipelines from the Karachunivskyi and Southern reservoirs.

Almost a third of all losses, 624 million dollars, caused for Ukrainian energy industry. More than 90% is caused by the destruction of the Kakhovskaya HPP with a capacity of 334.8 MW.

Ukrhydroenergo immediately announced that the hydroelectric plant impossible to restore, and to build a new one will require at least 1 billion dollars and 5 years after the deoccupation of the territories. Besides, a few more years will need to fill the reservoir, EP wrote. Every year, the destruction of the hydroelectric power plant will bring more than 100 million dollars in losses to the state-owned Ukrhydroenergo.

In addition, due to the flood, 17 gas stations and 2 oil depots were flooded, and the power grids in the flooded settlements were lost.

In over 300 million dollars estimated disaster losses for transport infrastructure. In general, according to the assessment, more than 290 km of international, regional and communal roads were affected by the flood. More than half of the total length of affected roads fell on roads of local importance.

At the same time, the damage caused to the roads will become apparent only over time – due to water erosion, a section of the road may suddenly collapse or sink. Such problems are more difficult to repair with pothole repair because it affects the structure of the roads. Water can also strip the road surface of its binding material, making it more vulnerable to natural corrosion.

Some bridges and smaller dams in the Mykolaiv and Kherson regions, which were temporarily flooded immediately after the dam was blown up, may suffer potential damage, which may harm their value.

Losses for farmers and other businesses

Direct damage caused by the detonation of the hydroelectric power station for agricultural complexis estimated at 25.7 million dollars, and almost the entire amount is caused by fish kills.

Such a relatively small estimate is due to the fact that the affected territories have been under constant Russian shelling since the beginning of the Great War, and therefore the lands were not actively used. In addition, relatively few agricultural lands were flooded.

However, these are only direct losses. Indirect losses are much higher due to the loss of irrigation systems. Because of the arid climate, irrigation systems that deliver water to the fields are critical for growing vegetables, grains and legumes in the south of the country. The Kakhov reservoir was the source of water for the entire Kherson region and more than half of the Zaporizhzhia region.

In total, irrigation in the region covered 584 thousand hectares, of which 262 thousand hectares were actually irrigated before the occupation. Now without a water source remained 94% of irrigation systems are in Kherson, 74% in Zaporizhia and 30% in Dnipropetrovsk regions.

Without water. How a disaster at the Kakhovskaya HPP can destroy vegetable growing in the South

In addition, part of the soil will be contaminated due to the plague of fish and the washing of chemicals from the fields. As a result, indirect revenue losses for crop production will increase by $182 million per year. Other branches of the sector, in particular – vegetable growing, will lose up to 49 million dollars per year.

Due to the flood losses for industry are generally estimated at 105 million dollars. At the same time, annual losses can reach 100 million dollars

This estimate is significantly reduced by the fact that, due to hostilities, some enterprises relocated earlier or stopped. So mainly heavy equipment that could not be transported and buildings were affected.

In particular, we are talking about large industrial and port facilities located in the Ship district in Kherson. The local administration reported the flooding of 28 large industrial facilities located on the right and left banks of the Dnieper.

Also, the detonation of the dam will have a critical impact on river freight transport – as stated by the head of the Shipping Administration Yevhen Ignatenko, the Dnipro below Zaporizhzhia will cease to be navigable for a long time. The port terminals of the Ukrainian agro-trader “Nibulon” in the cities of Gola Prystan and Kozatske suffered direct losses.

Due to the lack of water, factories located upstream of the Dnieper River limit their production.

“Let’s pray to God for rain.” What is happening to the cities and factories of the Dnipropetrovsk region that were left without water

For example, the Nikopol ferroalloy plant cannot fully operate without water supply, and the largest metallurgical plant in Kryvyi Rih, ArcelorMittal Kryvyi Rih, has suspended steel smelting and production of rolled products to save water. The enterprises of the agricultural complex will also be forced to stop or limit their work.

Environment and ecology

According to the preliminary assessment of the Ministry of Environment, the damage to the environment due to the explosion of the Kakhovskaya HPP reaches 1.5 billion dollars. It is currently known that 150 tons of oil leaked during the dam explosion, and at least 17 gas stations were also flooded. In addition, the level of salinity of the Black Sea near Odessa is almost three times lower than normal.

Currently, inundation threatens the Nizhnyodniprovskyi, Kamianska Sich, and Svyatoslav White Coast nature reserves, as well as the Black Sea Biosphere Reserve, which is protected by UNESCO.

In addition, the regional landscape park “Kinburnska Kosa” with a total area of almost 18,000 hectares was in the zone of influence; sections of the Black Sea Biosphere Reserve “Volyzhyn forest”, o. Long, Fr. Round with an area of 2.7 thousand hectares; regional landscape park “Vysunsko-Inguletskiy”, with an area of 2.7 thousand hectares.
