The Ministry of Internal Affairs of Russia intends to prohibit taking driver’s license exams for persons who evaded appearing at the military enlistment office on a summons. This was reported by the press service of the department on Friday. While this is a draft departmental order, if it is adopted, the changes will come into effect in April 2024.
The head of the Traffic Police of Russia, Mikhail Chernikov, previously proposed not to allow “klonists” to pass the driver’s exam. He stated that those who did not appear at the military enlistment office according to the summons would not be able to get or exchange a driver’s license or register their cars. “We see those who did not show up [по повестке в военкомат], in the general federal system along the lines of the State Automobile Inspection in particular. Public services will not be provided to such citizens,” Chernikov said at a press conference in July.
In addition, persons who have previously been subject to administrative penalties for drunk driving or for refusing to pass a medical examination for intoxication will not be admitted to the traffic police examinations.
- After the beginning of Russia’s full-scale invasion of Ukraine, the Russian government adopted a number of changes to the legislation concerning military service. The upper bar of the conscription age has been raised from 27 to 30 years. Conscripts are allowed to transfer to contract service from the first day, and not after completing training. Fines for not appearing at the military enlistment office on a summons were increased 10 times – from three to 30,000 rubles. A special regime of military registration was introduced for prisoners serving sentences in prisons and colonies – previously they did not have the right to serve in the army.
