The authorities of Ukraine handed the International Red Cross a list of about 19 thousand children who were taken to the territory of Russia and remain there. Maria Mezentseva, the head of the permanent delegation of the Verkhovna Rada to PACE, reported this on the air of the Ukrainian service of Radio Liberty.

According to Mezentseva, the Ukrainian authorities collected applications from social services and rights advocates who were able to establish the names and – in some cases – the places of residence of children relocated to Russia. Now Red Cross employees will be able to visit them in Russian camps, foster families and other places of stay. Mezentseva emphasized that she is very much looking forward to these visits.

A day earlier, the Parliamentary Assembly of the Council of Europe (PACE) adopted a resolution recognizing the forced displacement of Ukrainian children as genocide. The authors of the resolution noted that the movement of children was “clearly planned and organized as a state policy”, the purpose of which was to “destroy all ties and features of their Ukrainian identity”. Examples are given when children were forbidden to speak Ukrainian, they were subjected to propaganda treatment, they were forced to attend military training.

  • On March 17, the International Criminal Court issued an arrest warrant for Russian President Vladimir Putin and Russian Children’s Ombudsman Maria Lvova-Belova. The court statement stated that they are both suspected of illegal deportation of children from Ukraine. The decision of the International Court of Justice was supported by the USA, most of the EU countries (the EU joint decision was blocked by Hungary) and Ukraine.
  • On April 28, Russian President Vladimir Putin signed a law on criminal punishment for supporting the decisions of international organizations in which Russia does not participate. According to the draft law, it is possible to receive up to five years in prison for such actions. This also applies to supporting the decisions of the International Criminal Court in The Hague
