Ukrenergo explained how limits are determined for different regions

Since there is not enough electricity due to serious damage to the energy system, Ukrenergo as the system operator calculates the available limits. This is stated in the company’s message on the Telegram channel.

As noted by Ukrenergo, the company, as a system operator, calculates the available limits, while taking into account how many units of power plants can produce electricity (recall that all large TPPs, CHPs and HPPs of Ukraine were damaged), the state of the network, the preliminary level of consumption in this period and a number of others parameters.

What are the principles of determining limits

The main principle of the existence of the energy network: as much electricity is produced, the same amount must be used at that moment. An imbalance of several percent leads to accidents in the system.

The company decided to explain in simple language using the example of a pie.

“Imagine a group of adults constantly ordering pie for dinner. The condition was that everyone eats their piece without any leftovers. Everyone was always full. And for a long time the situation looked like this:

• Vasyl (40 years old, height 190 cm, weight 100 kg, earns by physical labor) — ordered a piece that made up 40% of the pie;
• Maria (20 years old, height 170 cm, weight 65 kg) — ordered 20% of the pie;
• Mikhail and Tatiana — traditionally ate 15% each;
• And the smallest participant of the dinner – Andrey – was always satisfied with a 10% piece.

Usually the hostess baked a 1 kg pie for them. But the circumstances changed and there was only 0.5 kg of food. So that the pieces of all guests will be reduced by 50% from the ordered ones, although in their fate it will be the same 40%, 20%, 15% and 10% from the whole pie.

Vasyl from our example is a number of regions where there are many important industrial enterprises and a high population density (more people live), accordingly, the volume of consumption will be higher there,” the company explained.

Reducing or increasing the limits for each region depends solely on the size of the pie — the total amount of electricity that Ukrainian power plants can generate after 13 missile attacks and 15 drone attacks. And there is only one way to increase someone’s share in the distribution of limits – by reducing someone else’s share.

How the distribution is determined

In order to calculate the limit volumes of electricity consumption, each oblenergo provides Ukrenergo with a general forecast of consumption in its region, which must take into account migration processes, relocation of enterprises, actual changes in the overall level and structure of consumption, and average monthly temperatures in the region. Ukrenergo, in turn, calculates in percentages the specific weight of each region in the total volume of consumption. Ukrenergo submits the received percentages to the Ministry of Energy for consideration, it analyzes and reconciles them, or if significant deviations are found, it provides proposals for corrections.

So, in January, after checking the indicators, it was discovered that some regional energy companies took into account significantly lower temperatures in their forecasts than this season, thus trying to increase their share (limits) in the total volume of consumption. The Ministry of Energy noted that such calculations do not correspond to reality.

After recalculation with the updated temperature data, the limits were increased, but not by 30-50%, as suggested by Oblenergo, but by 3% – this is precisely the trend towards growth in consumption, according to the Ministry’s calculations. Such a distribution, taking into account current data, is currently the most correct. After receiving proven limits, oblenergo distributes the available amount of electricity as follows: first of all, critical infrastructure (water supply, heat supply, hospitals, defense enterprises) is connected. The list of critical infrastructure facilities is determined by local military administrations.

The energy system of Ukraine has already survived 13 enemy missile attacks and 15 UAV strikes on energy facilities.

In addition, more than 10 GW of the main installed capacities are not yet available to the Ukrainian energy system and are under the control of the enemy. This is the largest in Ukraine and Europe Zaporizhia NPP, Zaporizhia TPP, Luhansk TPP, Uglehorskaya TPP, Kakhovskaya HPP.
