The Federal Service for the Execution of Orders intends to oblige the members of Public Supervisory Commissions to notify FSIN institutions of their visit within 48 hours.

A version of the relevant FSIN order is posted on the portal of projects of regulatory legal acts. According to the explanatory note, the measure is taken to “organize the personal safety of UNC members”, as well as to clarify the circumstances that prevent members of the commissions from visiting places of forced detention.

As noted by TASS, according to the current legislation, the observers of the commission must also notify the FSIN of their arrival – however, since the procedure for submitting the notification is not strictly defined, it can actually be done immediately before the visit to the detention center.

A number of human rights defenders criticized the document. Georgy Volkov, the chairman of the Moscow UNC, told journalists that the adoption of the project would lead to the fact that “the work of the UNC throughout Russia to protect the rights of prisoners will actually be stopped.” “If such restrictions are adopted, the activity of the commissions will be unsustainable.
