The State Duma has submitted a draft law that involves the introduction of mandatory fees for visitors to restaurants, clubs and bars for the purpose of financial support for the “special operation”. The authors of the project – deputies from the CPRF Mikhail Matveev and Vyacheslav Markhaev – propose to establish a fee of 1% of the bill for adult visitors to establishments. According to the draft law, the received funds will be credited to the federal budget, and from there to the state fund for the support of the participants of the special operation “Defenders of the Fatherland”. The explanatory note states that the proposed measure will help combatants and their families.

As the newspaper “Kommersant” clarifies, on May 12, Mikhail Matveev announced the idea of ​​introducing a fee, which he called a “tax on fun.” He said that a certain restaurateur, who believes that withholding 1% of the bill will not be burdensome for the visitor, took the appropriate initiative.

The “Defenders of the Fatherland” fund was created by the President of Russia Vladimir Putin in early April. The fund should provide support to veterans of the war in Ukraine, as well as those who participated in the hostilities in Donbass since 2014. It is planned to be financed from the federal budget, as well as voluntary contributions donated by “other sources”.
