The State Duma supported the law on fines for leaking personal data

In the first reading, the State Duma supported the bill on amendments to the Administrative Code, which introduce fines for companies for leaking personal data of users.
According to the head of the State Duma, Vyacheslav Volodin, fines for violations will amount to 3% of the company’s revenue. “For a violation committed for the first time, officials can be fined up to two million rubles, legal entities – up to 15 million. The size of the fines is differentiated depending on the scale of the leaks,” Volodyn noted.
The changes also provide for compensation payments to the victims.
According to the State Duma, about 250 million phone numbers and more than 100 million e-mail addresses of Russian users were leaked to the Internet last year.
In addition, the State Duma supported the introduction of criminal liability for the use, transfer, collection and storage of personal data obtained illegally, as well as for the creation of information resources that distribute such data. The maximum penalty for such an offense is up to 10 years in prison.
Human rights activists note that the text of the bills contains a direct ban on the use of databases, which investigative journalists often use in their work.
