Activists in Chita held a rally against the euthanasia of homeless animals

In Chita, about 30 people held a rally against the adoption at the local level of the law on euthanasia of homeless animals. The draft law proposes to euthanize homeless dogs in shelters if no owner is found for them within six months. At the same time, dogs showing aggression are proposed to be allowed to be “put to sleep” a month after capture.

Animal rights activists demanded that the regional authorities refrain from adopting the law. They consider him not only inhumane, but also corrupt.

“There are no criteria, there is no research base to understand whether it is aggressive or not. We all know very well that this is another way to suck money from the budget. We know cases when dogs attacked people, but they were owned by are there homeless people here?” – said one of the participants of the rally in a comment to the “Chita.ru” publication.

Andrey Lim, head of the veterinary service of the Trans-Baikal region, confirmed that the draft law is “harder than the federal legislation” and spoke in its support. According to him, the long-term maintenance of unclaimed dogs in shelters is expensive for the region (146 rubles per day per dog), and aggressive animals pose a threat, including for shelter staff.

Animal rights activists also demanded the dismissal and criminal prosecution of the management of the Chita temporary animal detention center “Five Stars”, on the territory of which the corpses of the dogs were found. Activists called on the authorities to create full-fledged shelters in the region and control the conditions of detention in them.

  • In July 2023, the State Duma of Russia gave regional authorities the right to independently decide what to do with homeless animals: to continue to implement the federal program OSVV (Catching – Sterilization – Vaccination – Return), keep them in shelters for life or kill them. Regional laws, killing animals that have not found their owners within a certain period of time, have already been adopted in Buryatia, Altai Krai, and Magadan Region.
