Advertising on the Instagram social network, which is blocked in Russia, must be marked according to the requirements of Roskomnadzor. The Federal Antimonopoly Service (FAS) informed State Duma deputy Anton Gorelkin about this in response to his request.
FAS explained that it is engaged in monitoring the compliance of Internet advertising with the requirements of the Law “On Advertising”. Roskomnadzor is responsible for monitoring the receipt of the identifier of Internet advertising and the transfer of information about it to ERIR. The latter obliges to mark advertising on any digital platforms, even if they are blocked on the territory of Russia.
Gorelkin from FAS’s response concluded that Russian users also need to register, mark and report on Instagram advertising.
The publication “Kommersant” reminds that earlier the Federal Antimonopoly Service stated that if Instagram is blocked in Russia, then there is no need to mark anything in it. Roskomnadzor claimed the opposite.
- The Meta company, which owns the Facebook and Instagram social networks, was recognized as extremist in Russia at the end of March 2022, and its activities were banned. It is also included in the Russian list of organizations involved in extremism or terrorism maintained by Rosfinmonitoring. Facebook and Instagram were blocked in Russia. However, Russian clients continue to use these networks with the help of VPN.
