Before the elections, budget institutions are promoting the “United Russia” turnout control service. The movement for the protection of voters’ rights “Holos” learned about this.

The presentation of the service can be found, for example, on the website of the district hospital in the Astrakhan region, and its promotional video is distributed among all Russians, writes “Holos”. Previously, the service was “tested”, including during the September elections to the Legislative Assembly of the Trans-Baikal Region.

The video says that the “Geo-SMS” service allows voters to “confirm their turnout” at the polling station. A voter, whose phone number must be entered in the “United Russia” database in advance, will receive an SMS with a unique link a week before the elections. Having voted at his precinct, the voter must follow the link and confirm the fact of voting with geolocation enabled. It will be possible to confirm your attendance by QR code directly at the site, the video says.

According to “Golos”, in September, the service was implemented “not everywhere successfully”: in some regions, the United Russians themselves sabotaged the system. Human rights activists note that the service violates the criminal article on violation of the secrecy of voting and freedom of expression.
