Dmytro Bykov was fined for the second time under the law on foreign agents

The Nikulinsky District Court of Moscow fined the writer Dmytro Bykov 40,000 rubles under an administrative article on violating the rules for marking publications by foreign agents. This was reported by the “Moscow” agency.
This is the second penalty for Bykov. In October last year, the Nikulin court already fined him 10,000 rubles for the same offense.
Two fines under this administrative article within a year give Russian law enforcement agencies the opportunity to initiate a criminal case against Bykov under the article on evasion of the duties of foreign agents. This article presupposes imprisonment as a punishment.
Bykov was entered into the register of foreign agents in July 2022. He left Russia.
- Legislation allows citizens to be included in the list of agents almost arbitrarily, human rights organizations note. Declared foreign agents are obliged to mark their public messages, keep records of receipt and expenditure of money, they are affected in many rights. The Ministry of Justice considers more than 450 people and organizations to be foreign agents. Most of them expressed their disagreement with this decision.
