The FSB opened at least 22 criminal cases under the article on violation of the requirements for the protection of state secrets, which was adopted last summer against the background of the war against Ukraine and the outflow of Russians from the country. As “Mediazona” found out, the cases were mainly brought against Russian citizens who visited Abkhazia, six of them were convicted.
Under the action of the new article, officials, employees of law enforcement agencies and state-owned enterprises, who have access to the state, are prohibited from leaving the country. The ban on leaving Russia for holders of the gostayny is valid for at least five years and, thus, also affects those who have already resigned. According to the estimates of the human rights project “First Department”, tens of thousands of scientists and engineers fall under the influence of the article, although it is hardly possible to reliably estimate their number.
According to the law, in order to travel abroad, such people need to obtain the consent of the regime-secret department. Sometimes a foreign passport is also stored there. Therefore, the only option for traveling abroad remained those countries that can be entered with an internal Russian passport, for example, Armenia, Belarus, Kazakhstan.
One of the accused was a programmer from Nizhny Novgorod, who left for Kazakhstan for a month when the mobilization began. Previously, he worked as an engineer at the largest nuclear center, part of the Rosatom structure, but resigned three years ago.
The second accused was an employee of the Moscow Scientific and Practical Psychoneurological Center named after Z.P. Solovyova, who went to Abkhazia to a sanatorium for treatment. The case against her was opened three months after her return to Russia, Mediazona clarifies.
Punishment under this article involves a fine from 200 to 500 thousand rubles, or imprisonment for a term of up to three years.
At least six sentences are known to date. According to the publication, fines not exceeding 250,000 rubles were imposed on all the accused.
