- On April 11, the State Duma urgently adopted a package of amendments to the federal law “On military duty and military service”. Three days later, it was signed by President Vladimir Putin. Now it will be impossible to avoid receiving a summons – both during the call for emergency service and during mobilization – notifications will come through “State Services”, and will also be placed in a special all-Russian register of summonses (it has not yet been created). Summonses will be considered delivered automatically, seven days after being placed in the register, even if the conscript has deleted his personal account on the State Services.
- On the day of adoption of the amendments, the head of the State Duma defense committee, Andrey Kartapolov, said that the new law would not apply to the spring draft. On April 17, the military commissar of Moscow, Maksym Loktev, announced that the test mailing of electronic summons will begin already during the spring conscription. On April 19, Andrey Kartapolov responded by saying that they would not have legal force.
