In Russia, from October 1, the fine for not appearing at the military enlistment office on a summons will increase tenfold. President Vladimir Putin signed the bill on this matter on Monday. Failure to appear at the military enlistment office, according to the document, will result in a fine of 10,000 to 30,000 rubles. Now the fine for this is from 500 to 3 thousand.

On Monday, Putin signed several more bills previously approved by the parliament. Some of them also concern conscription and mobilization. Sharply increased fines for failure to provide assistance to military enlistment offices in carrying out mobilization, for failure to submit lists for registration at the military enlistment office. These measures will also come into force on October 1 – at the beginning of the autumn conscription.

In the conditions of martial law, the term of detention of citizens in criminal cases before choosing a measure of restraint can be up to 30 days (the general rule is no more than 2 days). The norm is valid from today. Martial law has now been imposed in the Russian-controlled parts of four regions of Ukraine.

Putin also signed a bill that prohibits registration on Russian websites using foreign e-mail. It will enter into force on December 1. Individuals and legal entities are prohibited from participating in the work of foreign non-governmental organizations that are not registered in the state register. This law is effective from today.

A draft law on the removal of responsibility for crimes in the occupied territories of Ukraine if they were committed “in defense of the interests of the Russian Federation” was also signed. As “Mediazona” notes, although the deputies claimed that this would only apply to crimes committed before September 30, 2022, this date is not mentioned in the document.

In July, before going on vacation, the State Duma adopted a number of bills that make it easier for the authorities to conduct mobilization events. Among other things, from January 1, the rule should come into effect according to which those who have received a summons to the military enlistment office will be barred from leaving Russia from the moment the summons appears in the electronic register (and not seven days later, as is the case now). Meeting on Monday with the head of the State Duma Vyacheslav Volodin, Putin thanked the deputies from all factions for their support “on key, fateful moments connected with the life, with the existence of the Russian state itself”, referring to the support of the war against Ukraine.
