During the meeting, the representatives of Ukraine and Turkey reached an agreement on renewal of registration and inspection of vessels entering Ukrainian ports.

About this reported Deputy Prime Minister of Community Development, Territories and Infrastructure Oleksandr Kubrakov following the meeting with Turkish Defense Minister Hulusi Akar.

“Agreements were reached regarding the renewal of registration and inspection of vessels arriving to be loaded with Ukrainian grain,” Kubrakov wrote.

He reminded that since April 10, Russia stopped registering a new fleet entering the Black Sea and refused to work according to the plans of Ukrainian ports. Such actions of the Russian Federation made it impossible to draw up inspection plans and actually stopped the entry of new vessels within the framework of the “grain initiative”.

The last two days, April 17-18, no inspection of ships was carried out in Istanbul, and no inspection plan was even drawn up.

As Kubrakov notes, on Tuesday, April 18, the Ukrainian side offered to conduct at least 2 inspections of the outgoing fleet and 2 inspections of the incoming fleet. The proposal was supported by the Turkish side, but it was not implemented due to the position of the Russian Federation.

The Deputy Prime Minister emphasized that with such demands to regulate the activities of Ukrainian ports by determining the vessels that can participate in the initiative, the Russian Federation violated the official procedures of the Joint Coordination Center and the conditions of the grain agreement in particular.

“Demands to control and interfere in the work of Ukrainian ports are unacceptable to us,” he emphasized.

Kubrakov noted that although vessel inspections will be resumed, Ukraine will continue working consultations with the UN and Turkey on ways to ensure the full implementation of the grain agreement in compliance with the obligations of all parties and SCC procedures.
