The European Commission has announced a €1.1 billion plan to tackle growing cyber security threats, underscoring growing concern over a series of high-profile hacking attacks.

In order to quickly and effectively identify the main cyber threats, the European Commission proposes to create a “European Cyber Shield” – a pan-European infrastructure consisting of national and cross-border security operational centers (SOC) throughout the EU.
These are organizations tasked with detecting and responding to cyber threats. They will use state-of-the-art technologies, such as artificial intelligence (AI) and advanced data analysis, to detect and provide timely warning of cyber threats and incidents at the cross-border level. In turn, authorities and relevant organizations will be able to respond more effectively and promptly to serious incidents.
These centers may become operational in early 2024. At the preparatory stage of the creation of the “European Cyber Shield” in April 2023, the Commission, within the framework of the “Digital Europe” program, selected three consortia of cross-border security operational centers (SOCs), uniting public authorities from 17 EU member states and Iceland.
The Cyber Emergency Response Mechanism will screen organizations in critical sectors such as healthcare, transportation and energy for potential vulnerabilities.
The plan also envisages the creation of an EU Cyber Security Reserve consisting of incident response services that will intervene at the request of an EU country or institution in the event of a significant or large-scale cyber security incident.
The total budget of all measures provided for by the EU Cyber Solidarity Act is 1.1 billion euros, of which about 2/3 will be financed by the European Union through the Digital Europe program.
As you know, with the beginning of Russia’s full-scale invasion of Ukraine, EU states are becoming increasingly common objects of cyberattacks by Russian hackers.
