In 2022, EU countries issued more than 94,000 primary residence permits to Russian citizens. This was reported by “Vyorstka”, which analyzed the data of the European statistical agency Eurostat. The publication clarifies that this record has been observed by Eurostat since 2008.
Last year, Russians received the most residence permits and long-term visas in Germany – 16,066 cases. It is followed by Spain (12,611 visas and residence permits), Poland (12,277), Finland (8,183) and France (6,847). The fewest Russians legally became residents of Romania, Luxembourg and Malta (several hundred in each country).
The statistics do not include figures for Croatia, Lithuania and Cyprus, which have not yet submitted their reports to Eurostat. Taking into account that previously the share of these three states in residence permits granted to Russians was usually 5.9% of all other EU countries, the total number of Russians who moved to Europe in 2022, including these countries, may be approximately 99.6 thousand.
The previous record was set in 2021, when 82,900 Russians received residence permits in the European Union. Before that, the annual number of recipients of European residence permits among Russian citizens did not exceed 76.1 thousand people.
