The operative headquarters of the Ivanovo region proposed to convert the basements of residential buildings into bomb shelters. A copy of the protocol of the operational staff meeting is published on social networks. In the protocol signed by the governor of the Ivanovo region, Stanislav Voskresensky, it is indicated that the work on the equipment of shelters should be financed from communal payments.

According to the protocol, by the end of February, management companies and housing associations must hold general meetings of residents of multi-apartment buildings and agree on “plans for refurbishing basement premises”. Funds for “furnishing” are proposed to be taken from tenants’ payments for the maintenance of communal property.
