In July 2023, Russian President Vladimir Putin signed a record number of secret decrees – 62% of the president’s documents were not published. This is stated in the “Mediazony” study.
As the publication notes, 12 secret decrees were signed in the period from July 27 to July 31, which is the highest figure during the entire war. The July indicator is inferior only to the indicator in January 1999, when 64% of decrees were classified. According to the results of the first seven months of this year, 48% of all decrees were classified.
Most often, “Mediazona” notes, secret decrees concern the awarding of war participants, including posthumously. Thus, at the beginning of the Russian aggression in March 2022, the share of secret decrees reached 54%, now it has risen even higher against the background of the large-scale Ukrainian counteroffensive, according to the authors of the study.
Mediazona analyzed all presidential decrees published since the beginning of the year. Each of them has a serial number. If some number is omitted, then the decree was declared secret.
