The Russian Ministry of Foreign Affairs introduced quotas for the number of diplomatic and consular establishments of Romania in Russia. The corresponding note was handed over to the temporary charge d’affaires of Romania in Moscow Konstantin Ionitsa.

The message of the Russian Foreign Ministry states that the decision was taken as a response measure. In July, Bucharest decided to equalize the number of Russian diplomatic staff with the number of Romanians in Moscow. The Ministry of Foreign Affairs of Romania demanded that 40 Russians, including 11 with diplomatic status, leave the country.

The Russian Foreign Ministry also stated that the Romanian authorities are pursuing an unfriendly policy towards Moscow and are obstructing the work of Russian diplomatic missions in Romania.

Bucharest has not yet commented on the message of the Ministry of Foreign Affairs of Russia.

There are two Russian offices in Romania – the embassy in Bucharest and the consulate general in Constanta. Romania in Russia is represented by an embassy in Moscow and consulates in St. Petersburg and Rostov-on-Don.

  • After Russia’s attack on Ukraine, Romania joined the sanctions against Moscow. Last year, Bucharest expelled several Russian diplomats and also limited the issuance of visas to Russians.
  • After Moscow withdrew from the grain deal, the Russian army began to attack Odessa and the Odessa region. A Romanian dry cargo ship came under fire in the port of Rena on the Danube.
  • After the shelling of Izmail, a city in close proximity to Romania, President Klaus Iohannis accused Russia of committing war crimes.
  • Moscow denies attacks on civilian objects. Russian state media claim that military equipment was based in the port of Izmail and foreign military personnel were stationed.
