According to the explanation to the selection, Roskomnadzor considers the use of these words a violation only when mentioning the president, including in captions to Putin’s photo.
It follows from the document that Putin cannot be mentioned in the context of pedophilia: for example, he is called a “pervert” and a “lover of children.” Also, Putin should not be associated with sex – for some reason, the words “elections”, “deadline” and “rallies” also appeared in this section.
The biggest part is cursed and obscene words. In addition to the obviously obscene ones – “tuporyly”, “zasrun” and “chmyr”, this list includes the words “KGB”, “tsar” and “corruption”.
Also, the “Sistema” project of the Current Time and Radio Liberty discovered in the received archive of Roskomnadzor a classifier of “graphic entities” – a description of pictures for the automatic determination of insults to the president. Among them – Putin in the image of a crab, a moth and Hitler, as well as “the president in a garbage can”.
There is an article in the Russian Administrative Code about insulting public authorities on the Internet. It provides for a fine of up to one hundred thousand rubles.
