The police reported the arrest of a suspect in the murder of State Duma deputy Mark Horyachev of the first convocation in 1997. The politician was for some time considered one of the richest businessmen in Russia, he disappeared in St. Petersburg. Now it is reported that he was killed, his body was allegedly dismembered by the future assistant to the Deputy Minister of Internal Affairs.
The police reported the arrest of a suspect in the crime on February 10. His name has not been released, presumably he was behind the wheel of the car in which the deputy was kidnapped in March 1997. The organizer of the group of kidnappers was detained back in 2021, the press secretary of the Ministry of Internal Affairs told the state news agency TASS.

The “Fontanka” publication, without specifying the sources, writes that 42-year-old Goryachev was abducted on the instructions of Vladimir Kulibaba, a member of the Kosta Mogyla (Konstantyn Yakovlev) organized crime group. The entrepreneur, as it is claimed, was the right-hand man of Moghila and had a share in Horyachev’s businesses in exchange for patronage. It is confirmed that after the abduction, Kulibaba killed his partner in his own bath at a mansion in the village of Ozerki, Leningrad region. The body was dismembered by Dmitriy Skvortsov, a militant of the group, the publication claims, and thrown in parts into the wormwood in the Gulf of Finland.
Kulibaba later headed the St. Petersburg Wrestling Federation and was an assistant to the chairman of the Russian Olympic Committee. He was detained in 2021 together with several associates on suspicion of the murder of another member of the group, Igor Savin, nicknamed Kuvalda, in 1993.
Skvortsov later became the head of the rear of the Ministry of Internal Affairs for transport in the North-West and assistant to the Deputy Minister of Internal Affairs Alexander Romanov, he is a retired police colonel. He is wanted by the federal government on suspicion of involvement in contract killings. The former policeman left Russia before the arrest of his former chief of the organized crime group.
