- Alexey Kudrin and Anatoly Chubais, whom some political scientists called “system liberals” and who at one time held high positions in the Russian power hierarchy and were close to President Vladimir Putin, did not speak publicly about the war in Ukraine. After the February 2022 invasion, Chubais left the post of special representative of the president and left Russia, but did not publicly condemn the war. Vladimir Putin recently commented on his departure, saying that he “left” the country and called him “Moshe Izrailevich” (Chubais left for Israel). In December 2022, after leaving the post of head of the Accounting Chamber, Kudrin became an advisor at Yandex. The United States imposed sanctions against him in the summer due to his work in the technological sector of the Russian economy. Chubais is not included in the sanctions lists in the West.
