In Tomsk, City Duma deputies could not appoint a new mayor, as both candidates refused to participate. The elections were to be held for the first time after the abolition of direct popular vote in 2022, notes Sibir.Realii.

CPRF candidate Maksym Luchshev withdrew his candidacy on April 10, and acting mayor Mikhail Ratner, who, as “Taiga.Info” writes, was considered a candidate for power, refused to participate the next day. He declared that “the mayor should be elected on an alternative basis.”
- In December 2022, the Tomsk Duma canceled direct mayoral elections by a majority vote. The decision was made on the initiative of “United Russia” deputies in the regional parliament. Until that time, Tomsk was one of the few cities where residents could elect mayors, notes “Dozhd”.
