In Ukraine, the unemployed will be registered according to new rules: what has changed

In Ukraine, a new procedure for registration, re-registration of registered unemployed and keeping records of job seekers has entered into force. To obtain the status of a person, it is necessary to provide a military registration document. This was reported by the press service of the State Employment Center.

What has changed

1. You can now apply for the acquisition/renewal of the status of registered unemployed or its termination:

• through a web portal or mobile application;
• by personally applying to the nearest employment center.

2. The status can be obtained by a member of the volunteer formation of the territorial community, who, according to the legislation, concluded a contract of a volunteer of the territorial defense on a free basis.

3. The date of their registration in the employment center is considered the date of submission of the application for the granting (renewal) of the status and the application for the appointment (renewal) of unemployment benefits. The decision on status assignment or re-registration is made on the same day.

4. To obtain the status of a person, it is necessary to provide a military registration document. Participants in hostilities present a certificate of participant in hostilities. If necessary, a participant in hostilities will also need to provide a copy of the certificate.

5. At the employment center, documents can be presented both in paper and electronic form. At the same time, specialists do not require paper copies of these documents.

6. In order to determine employment opportunities, the degree of motivation of a person to look for work, profiling of both job seekers (if necessary) and registered unemployed is carried out. Based on the results of such an assessment, an individual employment plan is drawn up for the registered unemployed. Refusal to sign is grounds for termination of status.

7. For assistance in employment, a person can apply to any employment center convenient for him to visit, regardless of the registered place of residence (residence). The exception is for internally displaced persons who can register as unemployed only at the employment center at the place of registration as an IDP.

8. The following are added in order:

1) for refusal to grant status:

• refusal to draw up and sign an individual employment plan;
• submission of an application for the granting of status by a person before the terms established by the order.

2) to terminate registration:

• second refusal during military service from public and other works of a temporary nature (in case of lack of suitable work);
• establishment of the fact of non-fulfillment of the tasks of the individual employment plan in accordance with certain criteria without valid reasons (from the date of establishment of such fact);
• in case of violation of the conditions of crossing the border of Ukraine determined by the Order.

9. The procedure for re-registration of the unemployed is supplemented by the following conditions:

• re-registration of an unemployed person is carried out from the date of submission of the relevant application upon submission/presentation of documents and summaries specified in clauses 18−20 of the order;
• if there is a decision on the return of the amount of material support and the cost of social services, subsequent re-registration or the next registration of the unemployed is possible only on the condition that the funds are returned and no earlier than 90 calendar days from the date of termination of preliminary registration.
