Parliament, in fact, deprived local authorities of the opportunity to help the Armed Forces and direct funds from city budgets to our defenders.

So commented adoption of draft law No. 10037, according to which military personal income tax will now be directed to the state budget, Mayor of Kyiv Vitaliy Klychko.

“By taking away the military personal income tax from cities and towns (even retroactively), the Verkhovna Rada and the government are demonstrating that the central government has failed to manage the financing of the army,” Klitschko said.

Now, according to Klitschko, the financing of the army will be transferred to local self-government.

“This is despite the fact that all cities already pay 40% of personal income tax of their communities to the State Budget. And Kyiv – 60%. And all cities also additionally direct funds from community budgets to help defenders,” he noted.

“We must do everything to help the Armed Forces and prevent the decline of our cities, towns and villages,” he added.

On November 8, the Verkhovna Rada made a second attempt finally supported in the second reading, draft law No. 10037, which proposes to redirect personal income tax on military support from the local budget to the state budget.

In 2023, Kyiv was caught up in a series of scandals, when, in the conditions of war, Kyiv began to lay cobblestones, purchase vegetable cutters and drums for bomb shelters.

This is not the first week in a row under the KMDA the people of Kyiv are rallying against scandalous procurement during the war.

The same rallies took place in Lviv and Odesa.

At present, the capital law enforcement officers are investigating several criminal proceedings regarding the purchase of valuable items of questionable need for shelters in Kyiv.
