Kuban will spend 1.8 billion rubles on Ukrainians transported to the region

From the reserve fund of the Krasnodar Territory, 341 million rubles were additionally allocated for accommodation and food for Ukrainian citizens who were evacuated from the Russian-occupied territories of Zaporozhye, Kherson, Luhansk, and Donetsk regions. Thus, the total expenditures of the Kuban for these purposes have increased to one billion 800 million rubles. The relevant decree was signed by the governor of the region, Veniamin Kondratiev.
The document does not specify the total number of Ukrainian residents deported to the Krasnodar region.
This amount is greater than the expenditures for recreation and rehabilitation of children in the Krasnodar region (1.34 billion), additional education for children (1 billion), three times more regional expenditures for national defense (549 million) and almost four times more funds allocated for environmental protection (469 million).
In July, Governor Kondratiev already signed a decree increasing allocations for housing and food for residents of Ukraine relocated to the region, including its territories occupied by Russia, by more than 332 million rubles – almost up to one and a half billion rubles. But even these funds were not enough.

- The budget of the Rostov region in 2023 went into the red by more than 47 billion rubles, which is 15% of the region’s income and the limit of the deficit allowed by the legislation. It will be covered by loans, while a significant share of the additional federal money will be spent on expenses related to the war against Ukraine.
- Since the beginning of the full-scale war, Russia has partially occupied the Donetsk, Luhansk, Kherson and Zaporozhye regions of Ukraine, declaring them its territories.
- The international human rights organization Human Rights Watch equated the forced displacement of Ukrainian citizens to Russia or the occupied territories to war crimes. Ukraine calls the evacuation of Ukrainians “deportation”, Russia – “evacuation”.
