The National Anticorruption Bureau and the Specialized Anticorruption Prosecutor’s Office claim that ex-Nardeput Serhii Pashynskyi is the actual beneficiary of Ukrainian armored vehicles.

“Pashynskyi has been the de facto owner and beneficiary of a large number of legal entities officially registered under his control for a long time,” the prosecutor said.

Such companies also include Ukrainian Armored Vehicles, the prosecutor said, referring to the testimony of the former head of the Supervisory Board of Ukrainian Armored Vehicles Andriy Senchenko.

The prosecutor read the case materials and explained that at the beginning of 2016, Senchenko was approached by Pashynskyi, who told about the plans to develop LLC “Ukrainian Armored Vehicles” and asked to borrow money. Senchenko gave $500,000, but the loan documents were not drawn up. In 2019, Senchenko asked Pashinsky to give the money, which the latter refused.

Subsequently, Pashynskyi’s son negotiated with Senchenko. They agreed that he would receive $300,000 and go out of business. Therefore, Pashynskyi remained the real owner of the weapons company. Although in practice Vladyslav Belbas, Mykola Kuzma and Ludmila Petryga are considered the owners – but according to the investigation, they are Pashinsky’s people.

Ukrainian armored vehicles specialized, in particular, on Wart cars. According to the case materials, Pashynskyi considered the development of defense technology a “promising field”, so he started the production of armored vehicles.

The prosecutor emphasized that special spare parts and units were needed for the production of such equipment, for the purchase of which the ex-Nardep could not conclude contracts with Western companies – and instead he purchased Russian engines. Later, Pashinsky tried to sell cars, for example, to the Ministry of Defense, but those and other potential buyers refused due to the lack of “accurate documentation”.

“Lyudmila Petryga, a trusted person, sent letters of the Ukrainian armored vehicles to Pashynskyi’s assistant, which proves his actual control over the company,” the prosecutor concluded.

During the meeting, it was added that the income of Ukrainian armored vehicles for 2023 was almost 24 billion.
