Not only eggs: former top officials of the Ministry of Defense received another suspicion – from the SBU

Ex-Deputy Minister of Defense Vyacheslav Shapovalov and ex-head of the Department of State Procurement of the Ministry of Defense Bohdan Khmelnytskyi received new suspicions – from the Security Service of Ukraine.
This is reported by the press services SBU, OGPas well as the interlocutor UP in law enforcement agencies.
“The SBU has collected a large-scale evidence base that testifies to the corrupt activities of the former Deputy Minister of Defense of Ukraine and former head of the department of public procurement of this department,” the Security Service reports.
It is noted that the officials are involved in the embezzlement of budget money for the purchase of body armor and winter uniforms for units of the Armed Forces, which perform combat tasks at the front.
The illegal activities of the participants caused losses to the state budget of Ukraine in the total amount of over UAH 1 billion.
The SBU report does not specify the names of those involved, but the circumstances of the case point to Shapovalov and Khmelnytskyi, which was also confirmed by a source in the UP.
We are talking about 2 episodes: the purchase of almost 3,000 bulletproof vests from a foreign company for over UAH 130 million (Khmelnytskyi already has a suspicion from the SBU for this episode, now Shapovalov received it -ed.).
According to the conclusions of the commodity examination, the real market value of these means of protection is only UAH 25 million. In this way, almost UAH 100 million was wasted.
In addition, according to the investigation, the officials purchased clothing – winter jackets and pants for the needs of the Armed Forces of Ukraine for the amount of UAH 900 million from a foreign company. The clothes did not meet the established quality requirements and could not be used by the military in the cold season in the conditions of intensive combat operations.
During searches of the place of work and residence of the persons involved, documentation and other material evidence of their illegal activities were found, the SBU notes.
Based on the collected materials, the investigators of the Security Service notified both former officials of suspicion under two articles of the Criminal Code of Ukraine:
- Part 5 of Art. 191 (appropriation, waste of property or possession of it by abuse of official position),
- Part 2 of Art. 28 part 1 of Art. 114-1 (obstructing the lawful activities of the Armed Forces of Ukraine and other military formations).
The SBU reminds that both suspects are currently in custody on suspicion of similar crimes. For example, Shapovalov was previously suspected by the SBI for his involvement in the procurement of food for the Armed Forces at inflated prices and low-quality ammunition.
At the same time, Khmelnytskyi has been in custody since February 2023, according to SBU materials.
Investigations are ongoing to establish all the circumstances of the crime. Perpetrators face up to 12 years in prison.

Since the beginning of 2023, the State Customs Service has detected 653 cases of disappearance of goods that passed through customs as humanitarian aid to the military.
The disappearance of the cargo was discovered by joint checks of the State Customs Service and the Ministry of Defense regarding the receipt by military units and territorial centers of equipment and social support of goods that were moved across the customs border to their address as humanitarian aid.
