The Cabinet of Ministers decided on the order of compensation for the victims of the explosion of the Kakhovskaya HPP

200 settlements, in which 1.4 million people live, have already been recognized as having suffered from the flood caused by the explosion of the Kakhovskaya HPP, and have the right to receive compensation.
This was announced by Prime Minister Denys Shmyhal at an off-site meeting in the Kherson region.
According to him, these communities and their residents will form the basis of the register, based on the data of which compensation programs will be implemented in the future.
“At the last conference call regarding the liquidation of the consequences of the terrorist attack at the Kakhovskaya HPP, he instructed to quickly create a register of affected communities. This will be the starting point for the payment of aid to people. The head of work on the liquidation of the consequences has already approved this list. In total, almost 200 settlements with a population of 1.4 million people entered the register,” Shmyhal noted.
According to him, these communities are located on the territory of Kherson, Mykolaiv, and Dnipropetrovsk regions.
Also, Shmyhal said, a mechanism and sources from which compensations will be made have already been developed.
“According to the instructions of President Volodymyr Zelenskyi, a compensation mechanism for damaged and destroyed houses has been developed. The compensation mechanism will be similar to the “eRecovery” program,” the prime minister said.
“A person will choose one of two options. Either buy another home, or borrow money for independent repairs or reconstruction of his own house,” explained Shmyhal.
Payments will be made from the Fund for Elimination of the Consequences of Armed Aggression.
“Right now we are allocating over UAH 980 million,” Shmyhal said during the meeting.
The difference will be that, given the situation in the region, applications for compensation will be made through local self-government bodies.
At the same time, the speed of payment of compensation will depend on the technical inspection of the affected housing.
For this purpose, 10 regions will send 15 specialists to the disaster zone.
“We are strengthening Kherson Oblast with specialists to carry out technical inspections of damaged housing. 10 regions of Ukraine will send 15 of their specialists to the disaster zone. The sooner we fix all the damage, the sooner people will receive compensation,” the head of government said.
In addition to compensation in the future, funds are also allocated for primary assistance to the victims.
“Thousands of people need help here and now. Today we are allocating 560 million for the payment of one-time state aid to flood victims in the amount of 5 thousand UAH for one person. We also instruct the Ministry of Social Policy, the Ministry of Reintegration and the Ministry of Economy to develop a draft decision as soon as possible on the procedure for using these funds,” the prime minister said.
According to Shmyhal, these payments will begin within a week.
“At the same time, we are conducting negotiations with international humanitarian organizations regarding their implementation of similar payments,” he added.
Currently, according to Shmyhal, complex reconstruction is already taking place in the affected communities according to the Build back better principle. This program has been launched within the city of Kherson and in populated areas of the region.
