Moscow is preparing to block the YouTube video service in Russia by the 4th quarter of 2023. After Xi Jinping’s visit to Moscow, specialists from China are providing technical assistance in this regard. The publication “Octagon” writes about this without specifying the source.

According to journalists, 41 technical specialists from China arrived in Russia. Together with Russian specialists, they are preparing a plan to block the video service. YouTube has been blocked in China since 2009.

China ranks last in the Internet Freedom Index, published annually by the international non-governmental organization Freedom House. Many Western Internet services and social networks are blocked in the country, there are methods of bypassing the blocks, messages in messengers and forums are being censored.

Russia is in this list from the sixth place from the end. “Octagon” does not explain why Moscow might need technical assistance in blocking the service.

  • In March 2022, the Russian Internet regulator Roskomnadzor announced that it required the owners of YouTube “as soon as possible” to stop “spreading threats” to Russians and broadcasting “anti-Russian videos” on YouTube. It was stated that the actions of the video hosting administration “have a terrorist character”. An unnamed source of RIA Novosti claimed that Moscow is ready to make a decision to block the service.
  • After Russia’s invasion of Ukraine in February, YouTube blocked the channels of Russian state and Kremlin-controlled mass media, dozens of pro-war bloggers and journalists. Moscow calls these actions censorship.
