Online services with correspondence can oblige to transfer data to the FSB

The Ministry of Statistics of Russia proposed to compulsorily enter online services that have the function of exchanging messages into the register of organizers of information dissemination (ORI). “Kommersant” drew attention to the corresponding project of the department.

The resources included in the registry must store user correspondence for six months, transfer data to the FSB, and install equipment for remote FSB access to information about users and their activities (SORM).

According to the project of the Ministry of Statistics, Roskomnadzor will have the right to compulsorily replenish the register of receivers. He will be able to forcefully enter the site into the ORI registry if it has a function of correspondence or feedback, and its owner has twice failed to fulfill the requirement to enter the list voluntarily.

Fines of up to six million rubles are provided for refusal to store correspondence, transfer FSB data and install SORM. The project of the Ministry of Digital is submitted for public discussion, which will last until January 13.

Now, ORAs enter the register at their own request or at the request of Roskomnadzor, to which information is sent by law enforcement agencies. Services that refuse to do this will be fined up to a million rubles.

According to Kommersant, there are currently 606 resources in the register, including foreign ones. Among them are “VKontakte”, dating sites, e-mails and banks. The Telegram messenger was also included in the registry in 2017, but refused to hand over the encryption keys to the FSB, reminds the human rights project “Roskomsvoboda”.
