The return of payments to the military in the amount of UAH 30,000 is possible only due to an increase in the tax burden, including VAT by 4% and the military levy tripled. Minister of Finance Sergey Marchenko said this on Forbes Business Breakfast, EP reports.

The minister stated that he believes that the issue of returning payments of 30 thousand hryvnias is not support for the army and is not about it at all. Because the system of motivation for payment to the military must be determined by the military leadership.

“This should be determined by the General Staff and the Ministry of Defense. And they decided, they have the corresponding orders, where for some reason no one says that we have another 50 thousand in addition to 30 and 100 thousand. And a fairly large number of servicemen will receive such a payment. We have other motivational systems that are within the military bloc,” added Marchenko.

He emphasized that the Ministry of Finance agrees with such a system.

“… And when there is populism, on a scale that is difficult to contain. Well, I will not mince words when I say that maybe we will think and consider. It is impossible to calculate it and it is impossible to finance it.

This can be done only by making changes to the law on the budget, providing an additional 170 billion UAH per hour, providing for an increase in taxes, including VAT by 4% and the military levy by 3 times, and this can be financed. There are no other options for financing this,” said Marchenko.

He also explained that it is impossible to take funds for these needs from other categories, for example, from the salaries of civil servants, because “these are not intersecting vessels.”

Salaries of civil servants are financed by international aid.

“As for the army, I’ll emphasize once again, we have to finance it from the taxes of our own business. Therefore, when increasing spending on the army, one must understand the consequences of such steps. For some reason, no one thinks about this when voting. Therefore, my reaction was categorical and I will not change it,” the head of the Ministry of Finance noted.

On April 10, the Verkhovna Rada approved a new bill with an amendment, allowing to return the extra payment of 30,000 hryvnias to the Ukrainian military, regardless of whether they are in the rear.

On April 12, a draft resolution was submitted to the Verkhovna Rada temporarily blocking the return of payments to soldiers in the rear in the amount of UAH 30,000.
