Roskomnadzor probably started directly blocking sites

About ten days ago, Roskomnadzor stopped updating the upload of the register of prohibited sites, from which Russian telecommunications operators received information about sites that should be blocked, and search engines removed sites from the list based on it. “Kommersant” drew attention to this. Experts assume that blocking is now carried out by the department itself through equipment on communication networks. Such a procedure makes it particularly difficult to contest blocking in court.

As “Kommersant” notes, until the beginning of March Roskomnadzor on average made decisions to block about 800 addresses daily. The data has not been updated for ten days. The last entries in the register are dated March 4. Roskomnadzor did not respond to the journalists’ request.

The absence of updates in the registry download does not mean that blocking does not occur; in particular, the Main Radio Frequency Center under Roskomnadzor published a message on March 11 that 576 phishing resources were blocked over the past week. Experts, whose words are quoted by “Kommersant”, note that the blocking of sites can be done either through its entry in the registry, or with the help of equipment that is installed on operators’ networks and used to restrict access under the so-called law on the sovereign Internet. In the second case, it is a non-public blocking, and it is difficult to challenge it in court. “Kommersant” source believes that sites began to be blocked in private on the eve of the Russian presidential election.

In particular, over the past two years, after the start of the full-scale invasion of Ukraine, Russia blocked hundreds of thousands of Internet resources, including large social networks and the sites of many independent mass media.

In 2019, the law on the “sovereign runet” came into force in Russia, obliging telecommunications operators to install so-called technical means of countering threats in their networks. They allow Roskomnadzor to block sites directly, without contacting the operators.
