Russia offered Armenia to leave two regions of Karabakh

For 15 years, Russia offered Armenia to compromise with Baku, returned five districts of Karabakh and kept two, but Yerevan refused. This was stated by Russian President Vladimir Putin during a speech at the Valdai forum. Putin did not say which two regions he was talking about.

The President also noted that bringing order to the self-proclaimed Nagorno-Karabakh was a matter of time.

In addition, Putin commented on the words of the head of the European Council, Charles Michel, that Russia betrayed the Armenian people. “Whose mare would neigh and yours would be silent,” Putin said. To the moderator’s remark that the proverb refers to a cow, the president replied: “A cow, a mare is not important. Animal, in short.”

According to Putin, the Russian contingent in Nagorno-Karabakh had the task of monitoring the ceasefire regime.

Putin also noted that in relation to the arrested former leaders of the unrecognized region, Baku will proceed based on humanitarian law.

Earlier on Thursday, October 5, the European Parliament adopted a resolution condemning the military operation of the Azerbaijani army in Nagorno-Karabakh on September 19. In the statement, the action of Azerbaijan is called an unjustified and pre-planned attack, and the mass forced departure of Armenians is compared to ethnic cleansing.

In addition, the parliamentarians accused Azerbaijan of violating human rights and called on the EU to review relations with Baku, including reducing dependence on the import of Azerbaijani energy resources.

• Karabakh is considered part of Azerbaijan under international law. The population of the region was mainly Armenians. Since the beginning of the 1990s, Baku has not controlled most of the territory, the Nagorno-Karabakh Republic was proclaimed there, which is not recognized by any country in the world. On September 19, as a result of a one-day military operation, Azerbaijan forced the government of an unrecognized state to capitulate.
• In Baku, it was called the restoration of sovereignty. The Armenian population, fearing persecution, left their homes en masse. According to the UN, no more than 1,000 of the 120,000 Armenians who lived there remained in the region in a few weeks.
• The Azerbaijani authorities called on residents to stay in the region and declared their readiness to conduct negotiations on the reintegration of the Armenian population of Karabakh.
