The Starlink satellite Internet service from SpaceX, which provided the Ukrainian army with broadband to defend against the Russian army, “was never intended to be used as a weapon,” Shotwell said.

According to her, the Ukrainian military used the Starlink service to control drones.

Shotwell declined to say what restrictions SpaceX applied.
