Sturen, the owner of the occupied wind farms in the Kherson region, headed the “daughter” of Naftogaz

A businessman from Sweden, Karl Sturen, known for the fact that he owned a fifth of the wind farms in Ukraine before the Great War, headed a subsidiary of the state-owned Naftogaz with a similar specialization.

It is a subsidiary company “Naftogaz Bioenergy”, which takes care of “Naftogaz” projects in the field of renewable energy, in particular, solar and wind generation. This is already the second change of the head of the enterprise in the last year, and in the last 9 years the enterprise has changed 5 heads.
Sturen has a rich business history in Ukraine. In particular, he is a former co-owner of Chumak. A businessman from Sweden has been engaged in this business since 1994, when he moved to Ukraine.
He too practiced for many years business related to renewable energy. Its Windcraft Ukraine wind farm, consisting of five wind turbines with a capacity of 335 MW, accounted for 21% of the total capacity in Ukraine before the full-scale war.
At the same time Sturen to this day remains head of the Windcraft Ukraine company, and also directly owns 5.5% of the company’s shares. Another 89.5% of the shares belong to the Cypriot WINDCRAFT HOLDINGS LIMITED, which is also controlled by him.
By by law Sturen is obliged to hand them over to another person within 60 days after being appointed to the position. But the problem is that the company is registered in Skadovsk in the Kherson region – that is, in the territory temporarily occupied by Russia.
In a comment to the EP, the official confirmed that he currently legally controls more than 90% of Windcraft Ukraine, and that his lawyers are currently dealing with the issue of Sturen’s legal exit from the business.
“Now my lawyers are dealing with how to properly do this (withdraw from Windcraft Ukraine – EP). I signed a compliance commitment to do it within 60 days,” he said. Currently, he clarified, two weeks have passed since that moment.
He explains that the company is currently under occupation, inactive and not under his control. As a result, it cannot compete with other companies in Ukraine. Currently, Sturen’s lawyers are also studying the issue of applying to the Antimonopoly Committee for clarification.
“Enterprises that conduct economic activity can be in a conflict of interest. But if the enterprise does not conduct any activity and cannot conduct it, then what kind of conflict of interest can there be?” he says.
Note that although the Ukrainian company is registered in the Kherson Region, its largest owner is the Cypriot WINDCRAFT HOLDINGS LIMITED, controlled by Sturen. Since this is a different jurisdiction, he can leave the list of its owners without any obstacles.
However, Sturen did not give a direct answer to the EP’s clarification: “Maybe, yes. I asked a colleague to figure it out, but he hasn’t come back yet (with an answer – EP). Maybe he has a final proposal.”
During the times of Yushchenko and Yanukovych, Sturen’s partner in “Windcraft Ukraine” was government official Valery Khoroshkovsky. Sturen himself talked about his connections with Khoroshkovsky in an interview Liga.net in 2020.
Khoroshkovsky never spoke in support of Ukraine after the start of the war. According to UPhe avoids traveling to the European Union, fearing the introduction of sanctions, and lives mainly in Dubai.
According to information “Bridge” publication, which was founded by Kateryna Handziuk, Sturen also knows Vladyslav Munger. His businessman actively promoted him in politics. At first, the newspaper adds, he helped financially during the 2014 elections, and a year later he even negotiated with the leadership of “Batkivshchyna” to nominate Manger as a mayoral candidate. But the latter still lost.
As you know, Munger is suspect in the case of the murder of Kateryna Handziuk.
