The authorities of Chukotka have adopted a law that allows “socially dangerous” dogs to be euthanized after capture and transfer to a shelter. This is reported by Sibir.Realii with a link to the website of the Regional Duma.

It is claimed that stray dogs are potentially dangerous, as the weight of some of them reaches 30 kilograms. The authorities of the region believe that hungry animals can “take children or people who are in a helpless state for food.” Attacks on people occurred both in other regions of Russia and in Chukotka, the report says.

In addition to “socially dangerous” dogs, the authorities will have the right to apply “humane euthanasia” to stray animals that may be carriers of rabies.

  • In July 2023, the regions received from the federal center the right to independently decide what to do with homeless animals: to continue to implement the federal program OSVV (Catching – Sterilization – Vaccination – Return) or to approve their own methods. This happened against the background of regular appeals by regional authorities, in particular Siberia and the Far East, to allow the shooting or euthanasia of stray dogs. To date, laws allowing the killing of animals have already been adopted in Buryatia, the Altai Republic, the Magadan Region, and the Trans-Baikal Region.
  • Animal rights activists, public and cultural figures actively spoke against the draft law allowing the killing of homeless animals. Protest actions were held in dozens of Russian cities, in Moscow protesters gathered several times near the presidential administration building. More than 136 thousand people signed the petition against the law.
