The authorities of Yakutia intend to buy software that will allow tracking users on the Internet who share the views of the opposition. The announcement for the purchase of the program is posted on the state procurement website, the announced price of the contract is 1.2 million rubles. The customer is the Republican Center of Information Communication Technologies of Yakutia.

In reality, the software complex should find users spreading “extremist content” in social networks and instant messengers and promptly learn about the upcoming protests – rallies and public meetings. Also, the program should help the authorities identify among users “activists of protest movements, destructive, radical currents and organizations”, fix connections between them, and also sort them by age, place of residence and type of activity.
The annex to the contract mentions that monitoring should take place in the Vkontakte and Zhivoi Zhurnal social networks and the Telegram messenger, as well as in online media. When monitoring VKontakte, all communities will be divided by software methods into groups of an oppositional nature and supporters of the government, and the received data will be sent to a special database. The same applies to online media, which are divided into “pro-government” and “protest” ones.
In relation to the “Live Journal”, it is provided that the program module will monitor not the entire LJ network, but only specific blogs, which have been monitored by the analyst, for the given words and expressions.
As for Telegram, the state procurement involves the daily collection of publications from the channels and groups of the messenger, which are monitored, and at the same time the deanonymization of users by means of software, that is, the establishment of the mobile phone of the messenger user according to his username-parameter or id.
There are similar purchases in other regions, for example, in Kamchatka and in the Astrakhan and Smolensk regions.
