Today, the loss of revenues to the budget from three excise goods — alcohol, fuel, and tobacco — is estimated at at least $1 billion. This was reported by the Chairman of the Committee of the Russian Federation on Finance, Tax and Customs Policy, Danylo Hetmantsev.

Budget losses
“In total, I estimate the loss of revenue from three excise goods to be at least one billion dollars. The solution to the problem is observed in the unification of efforts and responsibility of all law enforcement agencies with the determination of clear deadlines,” he noted.
Hetmantsev emphasized that the situation in the market of excise goods is complex: organized criminal groups continue to work, the volume of illegal alcohol has increased, some manufacturers are controlled by Russians, and the tax burden of different subjects differs several times.
“We do not rate the work of law enforcement agencies. There are still new people there, but we will definitely give them if the measures to solve the problem are not implemented in a timely manner,” added the head of the committee.

For January — April, the state budget was implemented with a deficit in the amount of UAH 252.9 billion, including the general fund — in the amount of UAH 310.3 billion, against the planned drawing of the general fund for January — April 2023 with a deficit of UAH 560.1 billion.
