The Cabinet of Ministers determined the procedure for which the funds of the Recovery Agency will be spent

The Cabinet of Ministers approved the Procedure for the use of funds provided in the state budget for the Reconstruction Agency within the framework of the new budget program “Infrastructure Development and Restoration”.
About this reported the permanent representative of the government in the Verkhovna Rada, Taras Melnychuk, according to the results of the meeting of the Cabinet of Ministers on June 13.
“The Procedure for the use of funds provided for in the state budget for the development and restoration of infrastructure has been approved. The procedure defines the mechanism for the use of funds provided for in the state budget under the new budget program,” he noted.
The new budget program, named “Infrastructure Development and Restoration”, provides for the allocation of funds to the Restoration Agency in order to ensure:
- designing,
- restoration,
- construction,
- modernization,
- arrangement,
- repair
This applies to objects:
- public purpose,
- social sphere,
- cultural heritage,
- housing and communal services,
- engineering and transport (motorways of public use of state importance),
- railway infrastructure,
- energy infrastructure, in particular regarding the construction, repair and other engineering and technical measures for the protection of critical infrastructure objects of the fuel and energy sector of critical infrastructure,
- checkpoints across the state border for road traffic,
- other objects that have an impact on the life of the population, the infrastructure of aviation, sea and river transport,
- financial support for measures to ensure road traffic safety,
- thermal modernization of residential and public buildings.
The Cabinet of Ministers also decided to direct the remaining funds of the special fund of the state budget in the amount of 17 billion 908 million hryvnias (development expenses) to the new budget program “Infrastructure Development and Restoration”.
We are talking about the funds that were formed as of January 1, 2023 due to receipts from the European Investment Bank within the framework of investment projects:
- “Increasing road safety in cities of Ukraine”,
- “City Public Transport of Ukraine II”,
- “Municipal Infrastructure Development Program of Ukraine”,
- “Energy efficiency of public buildings in Ukraine”,
- “Higher Education of Ukraine”.
Currently, these funds are accounted for in the accounts opened in the joint-stock company “State Export-Import Bank of Ukraine”.

At the end of February, the Cabinet of Ministers of Ukraine approved the Regulation on the State Agency for Reconstruction and Development of the Infrastructure of Ukraine.
According to the head of the agency, Mustafa Nayem, among the department’s plans for 2023 are the implementation of urgent projects in the regions most affected by the war, the introduction of procedures for the transparency and efficiency of the use of funds, mechanisms for cooperation with the local government, establishing communication and interaction with partners and donors, building the team’s capacity agencies to plan, develop and implement projects in accordance with international standards.
