Chechen Minister of National Policy, External Relations, Press and Information Akhmed Dudayev linked the practice of public apologies in the republic with the traditions of the people. He announced this on the air of the state TV channel “Grozny”.

“Someone reproaches us that the Chechens allegedly did not practice this before. But, as you know, it has always been customary in our country: if a person committed a serious offense, their family gathered, the village gathered, usually in a mosque. And there it was announced that a representative Such-and-such a family committed such-and-such a misdemeanor… That is, such a practice existed,” Dudayeva is quoted as saying by the “Grozny-inform” website.

According to the minister, the practice of public apologies is effective in relation to young people who, as he put it, “ceasing to feel the limits of Chechen traditions, customs, and spiritual and moral foundations” after leaving the republic.

Video reports with apologies regularly appear on Chechen state television and in the accounts of local officials, Kavkaz.Realii editorial office reminds.

The US Commission on International Religious Freedom drew attention to the “humiliating video confessions” of residents of Chechnya in its 2021 report. The authors of the study recommended that Washington impose sanctions against the Minister of Press and Information of Chechnya Akhmed Dudayev.

“Chechens often appear in humiliating video confessions, where they are forced to publicly apologize for various misdeeds, including witchcraft, insulting Islamic values, criticism of Kadyrov,” the report noted.

  • As early as 2021, Chechnya’s Deputy Prime Minister Jambulat Umarov called for the practice of public apologies to be spread throughout Russia. This actually happened after the full-scale Russian invasion of Ukraine.
  • After the start of the full-scale war in Russia, about a hundred cases of forcing anti-war activists to apologize on camera were recorded. Two-thirds of them occurred in the annexed Crimea, but there were also such cases in the Kuban and Dagestan.
