At the meeting, the Verkhovna Rada Budget Committee recommended to the deputies to approve the draft state budget for 2024 in the first reading.

It is noted that Budget Committee on the morning of Sunday, October 15, recommended the 2024 budget to 1 reading.
Among the significant changes that the Government must take into account when preparing for the 2nd reading:
- in the event of the adoption of the draft law on taxation of banks (No. 9656-d), to increase the planned revenues of the state budget by UAH 9.9 billion;
- additionally reduce expenditures on construction, repairs and property purchases in various government bodies by almost UAH 1.3 billion;
- allocate an additional UAH 574 million to prosthetics for the military;
- increase expenditures on educational subvention by more than UAH 384 million also by reducing capital expenditures;
- to increase expenses for ensuring the activities of the High Council of Justice and the High Qualification Commission of Judges by a total of UAH 62 million;
- reduce expenditures on the Bureau of Economic Security by UAH 409 million and direct these funds to the purchase of scanners for customs at railway checkpoints in order to strengthen the fight against corruption and avoid non-payment of customs duties and payments;
- to increase by UAH 5 million expenditures on the National Health Service, whose employees ensure the implementation of the medical reform;
- allocate UAH 376 million for the disposal of solid rocket fuel, which will avoid an environmental disaster;
- to add an additional UAH 100 million for carrying out scientific research by the National Academy of Sciences.
In addition, the committee recommends giving the government a mandate to work out 61 additional issues, as a result of which we will have an additional opportunity to increase the revenue part of the state budget and once again carefully analyze state budget expenditures for 2024, reducing non-priority ones and adding funds for measures that will have a reasonable need in the next year .
