From October 2022 to October 2023, the number of debts in the Unified Register of Debtors increased by 1.2 million, the most in the category “Collection of court fees”.

“Practically half of the new debts – 49% – appeared in the register from May to August of the current year, another 67 thousand debts were added during August-September. For comparison, for August-September 2022, the number of debts in ERB, on the contrary, decreased – by 354 thousand,” the study says.

The largest increase during the year was observed in the category “Collection of court fees” – the number of debts in the category increased by two-thirds or 68%. At the same time, in August-September, the number of such debts increased by 5.5%. The share of these debts in the register is 4%.

Debts in the category “Foreclosures in favor of the state” always constitute the largest share of the total number of debts – 22.3%. Over the last year, the increase in this category was 19%.

The share of debts for fines for traffic violations is 19.6% of the total number of debts, and since October 2022, the number of such debts has increased by 8%.

The number of debts for communal services for the year increased by 13% or by 73 thousand. Almost three quarters of them appeared in the Register during the last heating season – from October 2022 to May 2023. Another 12% or 8,600 debts were added in August-September 2023. The share of such debts in the total number is currently 7.4%.

In the category “Collection of funds” (in particular, we are talking about loan debts), the number of debts for the year increased slightly – by 1.7%. In total, they make up 17.9% of ERB.

The number of alimony debts increased slightly (by 2%), and their share in the register is 2.3%.

Citizens and companies against whom private and state executors have opened executive proceedings for non-compliance with court decisions, non-payment of fines, late payment of debts to banks, etc., enter the ERB.
