The Law Enforcement and Tax Committees of the Verkhovna Rada plan to hold an extraordinary meeting to consider draft law No. 10439 on the reform of the Bureau of Economic Security. At the same time, the largest business associations criticized this draft law and supported the alternative – No. 10439-2.

“Despite the position of international partners, business and the public, the authorities will try to urgently push through their fake reboot of the BEB written by Tatarov and submitted by the Government under the number (10439). Where almost nothing is changed, namely the reboot of the BEB…will take place in a year after the end of the war,” the deputy writes.
According to him, it is planned to quickly hold a meeting of the committees (scheduled for February 21 at 2:00 p.m.) and quickly bring the bill to the floor for voting (February 22-23) and pass it in the first reading, “so as not to allow another text with a real reboot “.
In an attempt to adopt a government draft law as a matter of urgency reacted European Business Association.
“We sincerely hope that the voice of business will be heard and draft law No. 10439-2 (alternative, submitted by the tax committee – EP) will be supported, which will really be able to reform the BEB, ensuring the creation of a transparent and independent body, the purpose of which will be to find and punish real economic offenders. and not control and pressure purely on transparent business,” the statement reads.
Also offer to reject the government’s project No. 10439 regarding BEB and to support in the Council project No. 10439-2 analytical centers: the Institute of Socio-Economic Transformation, CASE Ukraine, the Institute of Tax Reforms, the Center for Economic Strategy and others.
They drew attention to the following shortcomings of the government draft law:
- imperfect principles of the formation of a competitive commission for the election of the head of the BEB;
- lack of requirements for urgent re-certification of BEB employees;
- lack of provisions regarding the analytical direction in the work of the updated BEB.
Analysts emphasize that for the restart of the Bureau of Economic Security, it is expedient to provide only those procedures that have proven their effectiveness in reforming other state bodies (NABU and NAZK).
The All-Ukrainian Agrarian Council also made a similar statement.
“VAR supports draft law No. 10439-2, among the legislative alternatives submitted for consideration by the Verkhovna Rada of Ukraine, as this draft law contains a number of proposals of our international partners, obligations to fulfill which Ukraine has assumed, which are not in other draft laws,” – it says association statements.

European Business Association spoke against government bills No. 10439 and No. 10440 on the reform of the BEB in their current versions. The association proposes to finalize already registered draft laws No. 10088 and 10088-1.
In the Verkhovna Rada registered window project No. 10439-2 on the reform of the Bureau of Economic Security of Ukraine (BEB) – it is registered as an alternative to the draft law previously submitted by the Cabinet of Ministers, in which the BEB was actually left under the control of the deputy head of the OP Oleh Tatarov.
